The Government of Kenya has received financing from the World Bank toward the cost of the Kenya Youth Employment and Opportunities Project (KYEOP), and intends to apply part of the proceeds for consulting services (“the Services”).
The project targets unemployed young men and women of 18-29 years with no more than a secondary education who are unemployed or working vulnerable jobs. The project is implemented in a component approach which includes;
- improving employability
- support for job creation,
- improving labor market information and,
- strengthening youth policy development and project management.
The Services include In-Depth Financial Management and Management Information Systems Review for the KYEOP, the World Bank and all stakeholders to obtain reasonable assurances that the funds provided under the KYEOP are being used for the intended purposes. The review shall cover the period from inception of the project up to the date when the Consulting firm will be in place.
The rationale of the assignment is to complement regular project financial management monitoring mechanism through a more thorough review and independent assessment of financial management systems including procurement arrangements and internal
oversight and accountability arrangements for monitoring of budgeted allocations to ensure compliance with objectives.
Given that some of the resources under the project are transferred to beneficiaries, the review will also focus on the fiduciary arrangements at the County and beneficiary levels.
The Ministry of ICT, Innovation and Youth Affairs (State Department for Youth) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- At least one (1) assignment in review of Management Information Systems over the last two years (2018 to present);
- At least two (2) assignments in Financial Management Review over the last two years (2018 to present);
- At least one (1) assignment incorporating both aspects of Financial Management Review and Management Information Systems; and
- Prior experience in Multi-lateral funded project audit or reviews.
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers, January 2011 Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: 1.9 (b) of Consultant Guidelines.
Consultants may submit their REOI as an individual firm or in association in the form of a joint venture or sub-consultancy. All the members of the joint venture shall be jointly and severally liable for the entire assignment. However, the experience of sub-consultant will not be considered while short-listing. A Consultant will be selected in accordance with the Quality Cost Based Selection method set out in the Consultant Guidelines.
